Bug No Answer API returns "can_download" false even if resource is paid

We need XF API to return "can_download" "true" if the resource has been paid.

resources/{id}/versions is always returning false for paid resources.

Hi,

I have no idea how the XF API work.

I believe that if the API knows which user it deals with, the permission would then be subsequently adapted.
