Unable to Rate Locked Profiles
We should be able to rate people who have their profiles locked. Why? Because they are able to rate others.
Example: Let's say there are two users: X and Y.
This is pretty unfair. I can rate multiple people negatively with -5 and they wouldn't be able to rate me back. Easy win-win for me.
So, how to fix this?
Answer: Allow users to rate others even if their profile is locked.
Ps: This also works with the 'ignore' button. If I ignore someone, they can't rate me, but I can still rate them.

- Now, Y cannot rate X because X's profile is locked.
